The Ministry of Digital Transformation of Ukraine, in collaboration with Google, presents a large-scale initiative for the implementation of artificial intelligence (AI) in government services and the further development of the country’s digital infrastructure. During the strategic meeting, key aspects of creating a modern AI infrastructure, prospects for the application of large language models, and the formation of a new digital strategy for the state were discussed.

Large-Scale Launch of “Diia.AI” and Development of AI Infrastructure
One of the main areas of cooperation is the implementation of the digital assistant “Diia.AI” based on artificial intelligence, which will be integrated into the “Diia” application. The Ministry is already analyzing and calculating the necessary server resources to ensure stable system operation under heavy user load. At the same time, Ukraine is building a hybrid AI infrastructure: part of the computing processes will take place on Ukrainian servers, while part will occur on international cloud platforms.
Legal Regulation and Copyright Protection in the Field of AI
Particular attention during the meeting was paid to the issues of legislative regulation of artificial intelligence. A working group is already operating in the Verkhovna Rada, developing a new regulatory framework for AI in line with European safety standards and the digital market. Ukraine aims to create its own flexible regulatory model adapted to the needs of the national technology sector.
Additionally, the update of rules regarding the use of texts and data for training AI models was discussed. Currently, Ukrainian legislation does not contain clear provisions for data analysis during the training of artificial intelligence, so the government is initiating changes to civil legislation to ensure a balance between copyright protection and the stimulation of innovation development.

The document will define the needs for AI infrastructure, sources of funding, stages of technology implementation, and mechanisms for attracting international investment. Even in wartime, Ukraine does not stop the development of digital services and strives to remain among the technological leaders of Europe.
It is worth noting that the world’s first national AI agent “Diia.AI” is already available not only on the portal but also in the “Diia” mobile application. The feature was launched on May 14 in open beta testing mode.
