In his new role, Gordon will oversee policy strategy and regulatory engagement across the EMEA region, where governments are increasingly introducing frameworks around AI safety, transparency, accountability and economic impact.
The appointment comes as policymakers across Europe and other international markets continue debating how to balance AI innovation with concerns around workforce disruption, misinformation, privacy, competition and responsible deployment.
Commenting on the broader implications of AI, Gordon said the technology is expected to fundamentally reshape economies, industries and societies over the coming years.
“AI is a general purpose technology that will radically reshape economies, markets, and societies. The transformation will be profound, and is coming soon,” he wrote.
He also stressed the importance of policy development keeping pace with rapid technological advancement.

“Policy must keep pace with accelerating technology change,” Gordon said. “We must be clear-eyed about the risks, whilst preparing to capture the tremendous upside across science, healthcare, education, the world of work, and more.”
Gordon added that he looks forward to working with policymakers across the region to help ensure AI development supports broad economic growth and societal benefit while maintaining appropriate safeguards.
The move highlights OpenAI’s growing focus on public policy and regulatory engagement as adoption of generative AI technologies accelerates globally. The company has increasingly expanded its policy, safety and governance leadership amid mounting pressure on AI firms to demonstrate responsible development practices and collaborate more closely with governments.
Gordon will work alongside OpenAI’s broader policy leadership team, including Chris Lehane, Ann O’Leary and George Osborne, as the company navigates evolving regulatory landscapes across international markets.
His appointment also reflects the increasing strategic importance of AI policy roles globally, as organisations seek leaders capable of bridging technology, governance and public policy during a period of rapid AI transformation.
